I thought the Empire had a strict ‘humans only’ policy ? how did Thrawn get away with being part of the team ?

When Palpatine first forms the Empire in ROTS he has that tall blue dude and the bald chick by his side. They are not human and noticeably absent later on.

He is human isn’t he? Just with blue skin.
In terms of casting I would be uncomfortable with them using someone who isn’t actually blue skinned. No blue face please.

I think I remember him telling some child fan to grow up, so he might be a bit prickly.

@Kirwan I did a bit more search, seems like there was some resentment that grew based around the fans and as he said in that clip he didn't like the dialogue but respected the overall film and the people that worked on it
one comment was it was his idea to kill off obiwan, on the surface for a bit of drama...but he also didn't think he could do another film with that dialogue

Yeah, there is a reason Carrie Fisher re-write so much dialogue in Empire Strikes Back. You should look up her changes, they were quite good.
And Harrison's famous quote, "You can write this shit George, but you can't say it"
That was the main thing missing from the prequels, someone editing/improving the source (which are good ideas). At that point who was saying no to George Lucas?
