@Nepia Unless there was a clause in Edmonds' contract that permitted the Highlanders to rip up the contract in case of serious injury, Edmonds has a contract with them through to 2018. The only reason why he wasn't named in the team is that they aren't sure he'll return to full fitness this season (if at all) and they needed his spot for a fit prop (apparently, they didn't choose to use a medical exemption to name him as a WTG member, like the Crusaders did with Dagg last year). I expect him to play for the Highlanders if, and as soon as, he's available for selection and another prop drops out due to injury. Don't think another team will be allowed to pick him up (for contractual reasons) unless it's on loan?

As far as I'm aware, if he's not in the squad then he's open game for any NZ team if he makes it back and they need him. Players are still contracted to the NZRU, so there's no specific Highlanders contract to rip up. The same question popped up last year when TKB wasn't named in the Chiefs squad due to his injury and I think that was the answer we eventually figured out.

That's 15 extras beyond a game day squad. With players needed to train against plus cover for the average number of injuries per season (last I heard it was anywhere between 4-7), plus the extended number of games, it's probably about right

Yup.
You could take some 'extras' from the squads to form another franchise but that would only weaken the existing strength as otherwise these squads are dipping into low quality once injuries hit.
The other side of the training thing ACTC brings up is that it is beneficial to have these extras training alongside top players
