The other "minimisation" tactic used in reporting in the UK is to identify the Islamic terrorist by the widest possible brush - his continental ethnic group. In this most recent instance, the man was described as "Asian", as though there was a 80% chance he was Indian. Associations representing Hindus and Sikhs in the UK tend to get very annoyed about this and rightly so.
That's not a minimisation tactic that's just the good old British way. They aren't allowed to call foreigners wogs any more so they have progressed to the next identification stage which is to lump people into a general geographic ethnicity. 'Asian' would cover everyone from Pakistan to Indonesia to Mongolia just as all 'Africans' and 'Arabs' are lumped together. South Sea Islanders covers brown people that are not Antipodeans.
