Testing. The drugs keep ahead of the testers. So they keep the samples for longer until the tests catch up.

Statute of limitations should be at least 20 years, so that we see aging 'greats' getting stripped of their 'achievements' when the shit comes around.

most athletes do their strength base training approx 6 months before the event, this is the time they pump heaps of strength type drugs into their system ,this is the time it benefits you most, this is aslo the time their is very little testing , surprise surprise, it is left to the individual countries , some have been accused of not bothering at all, ( hello Jamaica )
But the time they get to the games , where the testing is in full swing, most of it is out of their system , but the strength base is already there
