But, I think they were both unfairly overlooked for the ABs.

I really struggle to squeeze Stevenson into the squad.

I think he'd be 33 at the next RWC - not too old but high milage.
In any case, it he was serious about coming back to fight for an AB spot, I think he would've had to do it this year.
He'd already left the door well ajar to be supplanted and another year away it's wide open - if not blown off its hinges.

He wasn't eligible for the last WC, and the Island teams tend to pick fringe players in between world cups.
