Why did he get selected and come off the bench in the game after the Rebels if he had an injured shoulder?

Since I can not answer in the other thread I will here.
Reihana had a stinger to the shoulder and was unavailable for the Rebels game so they tried Havilli,
Reihana recovered for the next game and they eased him back on the bench.
