Meanwhile, Sam Cane, Ryan Crotty, Lima Sopoaga, Liam Squire and Sam Whitelock have arrived in South Africa, while the following players will be returning to New Zealand following the Test in Buenos Aires: Vaea Fifita, Ngani Laumape, Waisake Naholo, Luke Romano and Ardie Savea.

No it doesn't. Selecting those guys in the original squas ahead of Romano would have. Giving him a rest with several others after a long season is what they are doing.

I agree, that makes far more sense. And PT is only there because Retallick is staying at home.

I'm annoyed Naholo isn't getting another shot, thought he was no worse (and probably) a tad better than NMS. SBW had his best game all season, but I would have also liked Laumape to get some more game time.
Let's be honest, this has nothing to do with giving frontline players a balanced workload to keep them fresh for November, this is just sending the fringe players back home (Savea excepted).
