This is uncannily like pre-WW2. We just don’t have a « peace for our time » declaration. No European countries want to send their sons and daughters to die on Ukrainian battle fields. I’m yet to recall sanctions achieving anything other than abject poverty for citizens. Ukraine is one thing but would Europe sacrifice the Baltic states? That you would think would be a step too far.
Appeasement 2022
The West had an opportunity to put a marker down when he annexed Crimea and started interfering in Syria. They didn't. What happened, after a few sanctions, was Germany under Merkel increasing its dependence on Russian energy while Putin rapidly built up his armed forces and supported separatists in Ukraine.
Obama probably played a few more rounds of golf.
