The situation is almost as bad in the D2 league now. Not just kiwis loads of Islanders playing across the leagues here. They have some new French quota for the squads. But its not made much difference.

@mooshld Teams will have to reduce the number of foreign players eventually, or they'll riks fines and point deductions. It just seems that more teams have foreign players than in the past. They're even playing in the amateur level below Pro D2.

@catogrande The level below the federal level is semi pro. You are allowed to pay players. Its not like some teams are flouting some rule. If that is what you are alluring to.

@mooshld It was what I was getting at but I understood from @stargazer comment that it was amateur rather than semi-pro. I am happy to stand corrected
I remember touring right down in the deep south, Gascony in the early 90's and even the little tin-pot village sides had rugby guys working part time menial jobs for the local town council at exorbitant salaries, so that may have coloured my view.

I may be incorrect. I had been told locally that its not illegal to pay players in the feredal leagues but wikipedia seems to say otherwise.
I just scoured this years regulations and it seems players can be paid. If they are paid more then 1000 euros a month in cash or benefits it needs to be approved by the FFR otherwise its all good. The top clubs have budgets in the millions according to the blog article.
I am not sure how accurate this is though or where the data is coming from. But pretty hard for little old NZ to compete with this when the 26th best team in France has a budget of 5.5 Million Euros

I posted some of these in another topic but this one might be most relevant to this topic.
I have breakdown of every player's birth country for each team in the Top14/PROD2 in France, Premiership in England, and Irl, Wal, Sco, Ita in PRO 14 on which these graphs are based. Usual caveats - some of the players could have moved when young, have different nationality parents, etc. This just covers where they were born, not what nationality they are now.

Some random names I didn't expect to see over there Daniel Ramsay and one I had forgotten about David Smith. Also an ex Hastings boys player who I think palyed for the Naki Alex Tulou. He was in wider squad for France was a big hitter has some awesome highlight reels on youtube.

I think he missed out on France selection due to eligibility issues.
Yeah, Smith was selected for France a season or two back, but I think he had played 7s for one of the Islands or the like.
