I'm watching on delay. I'm at the 23 minute mark. Nz have had 19% posesion (just flashed up on screen). Nz get a defensive penalty under their own posts. Barret taps to himself and then hoofs the possession back down the middle of the field.

I agree. I've never seen anything from him that makes me think he's a test standard referee.
