That's the dumbest refereeing. Anyone who has played knows you can knock a ball up with no ability or intent to ever manage an intercept.

Intent does matter with "deliberate" knock on, Without assessing intent, how can you call deliberate or not?
It's generally refereed if a player has a genuine chance to catch the ball. So it isn't generally about intent.

It's not deliberate. Are you saying every forward pass is deliberate now? That's a penalty. And lineouts, where the tap down goes awry and ends up going forward? Penalty.
