I don't have a problem with it. The initial contact is on the point of the shoulder like any tackle, but you can see an attempt to wrap. Shoulder charges brace the arm against the body.

It was a head clash. He used his arms in the tackle but it looked a bit late. I'd love to see more camera angles.
