The reality is he's a weak gutted individual who will do nothing. If I was a police officer there I'd have been night sticking the suits attacking defenceless civilians exercising their right to peaceful protest.

There did seem to be a couple of them pushing the suits away.
I think you may find the cops would have been told that those guys were all on diplomatic status meaning there was little they could do in so far as arrests and the best option was to try and seperate the groups. -
It sort of didn't look real to me possibly because the camera was so steady. I thought the cops did ok. It would have been one of those holy fuck moments you get from time to time.
Separate the groups and investigate later is probably what I would do.
