There's an element of good orders generally called "commander's intent". As part of the proforma we say "verb in order to verb". This permits forces to not do exactly what the first part of the order stipulates ,e.g. "capture that hill", if the situation is different from intelligence, or changes, or a better way presents itself to achieve the second part, e.g. deny the enemy...
So a good working relationship means that the military could understand what Biden wants to achieve and not be told how to do it, just left for themselves to determine that because they know the "what to achieve".
A poor working relationship on the other hand can result in literal translation. Or the advisors in the administration mistaking their lack of knowledge and competence and dictating.
Either way, that's how you can achieve that level of clusterfuck.

Americans’ expectations of future inflation hit a record high last month, according to a new report from the Federal Reserve Bank of New York, potentially challenging the central bank’s confidence that inflation pressures will ebb over time.
In its August Survey of Consumer Expectations, the bank said Monday that respondents see inflation a year from now at 5.2%, up from expectations of 4.9% last month. Three years from now, it is expected to be at 4%, up from the 3.7% expected in July. Both readings mark record-high readings for data that goes back to 2013.
The report also found projections of big increases in some of the most important costs Americans face on a regular basis. Food prices are seen rising by 7.9% a year from now, rent by 10% and medical-care costs by 9.7%. The survey also found record-high levels of uncertainty about the path of inflation as well.

The prosecution agreement, criticized for the way it let Boeing executives off the hook, was filed by the then-U.S. Attorney in the northern district of Texas, Erin Nealy Cox.
Cox left the Department of Justice after the agreement and in June joined Kirkland & Ellis, Boeing’s lead corporate criminal defense law firm. On Kirkland’s website, she was welcomed to the firm as a partner by Mark Filip, who had signed the DPA on behalf of Boeing.
Forkner’s indictment was filed by her replacement, acting U.S. Attorney Meacham.

It might depend on assessing how good a candidate the Dems put forward (assuming it won't be Biden because of age and Harris because of her ghastly personality)
It might help him that he is banned from Twitter.
Interesting trying to campaign when you are personally banned from both Twitter and Facebook for "inciting violence".
If he wants the nomination, it is not even close among Republicans - with DeSantis a distant second. -

Why would they bother? It's Biden's incompetence, Harris being shown to be utterly out of her depth and Democrat in-fighting that's changed the landscape in a remarkably short period of time - and caused the US public to regret not voting for Trump.
