Probably there'll be a slight bounce in the next quarter given the nature of the survey, but on the face of it, business confidence vs. business actions might be two different things over the last quarter.

Would a step to signing off entry require the people involved to waive their rights? to accept the level of risk and accept personal responsibility versus it being held against the Govt/Little?
