I've seen this in Asia and non Christian/Anglo Saxon cultures.
It's very disturbing the first few times, but then you see people (women too) that you know and trust doing it and then you wonder about our Victorian era puritan influences vs " just another part of the body"
To clarify, the times I've seen it was more like when we poke a toddler in the belly with a "gotcha" or "gootchyy goo" type of gesture.
Of course the difference is which body part. My experience tells me that other cultures don't revere and taboo genitalia as stringently as the west.

Bizarre isn't it? If you were to chase a family down on the street and racially abuse them before attacking them I'm sure you'd be behind bars for a long time . Kill or maim someone in a car and its somehow minimised. I'm sure once he gets out he'll continue to be an utter feral and hurt someone else.

@canefan A serious violent offender. That article pissed me off so bad. I think mainly because it felt like the outcome wasn't victim-focused at all. She almost seemed incidental to everything. Never mind that she's been traumatised by that sack of shit, as long as we make it nice for the offender.
Everyone has choices. Like not bashing senior citizens half to death. Or stealing shit from ambulances. Or attempting to kidnap women at knifepoint.
